I'm trying to follow the directions here but when I browse to find addon_ForumRunner.xml and hit install, it says "The files associated with this add-on could not be found. Please upload them and try again."

Did you upload the contents of the forumrunner folder to your forum root via FTP? You need to do that before adding the .xml file.
